Germany’s gambling market was reformed by the Fourth Interstate Treaty on Gambling (Glücksspielstaatsvertrag 2021), establishing the GGL as the new joint federal licensing authority. The new framework opened the German market to online sports betting, casino, and poker on a regulated basis for the first time.
German licence holders face some of the most demanding ongoing compliance obligations in Europe, including real-time data reporting to the GGL, mandatory integration with the national player database (OASIS), strict advertising restrictions, and product limitations including spin speed limits and stake caps on online slots.
